The JRS Group, Ltd. was founded by Jacqueline Romer-Sensky in 2001 to bring strategic and mission-driven leadership to organizations in need of comprehensive direction. 

With an eye on generating results, the firm provides the assistance needed to help a team of people develop the right strategic approach and corresponding implementation plan - with sensible management and communication tools- to execute solutions to their challenges.  The goal is to help an organization be mission-driven and grounded in results.

Clients include state and county government entities, national and state associations, non-profit organizations, businesses and foundations focused on organizational development, strategic leadership and pragmatic management. 


Jacqueline Romer-Sensky, Founder and President of The JRS Group

Jacqueline Romer-Sensky is the founder and president of The JRS Group. Ms. Sensky's consulting expertise is rooted in nearly 25 years of public-sector experience in executive management and policy maker roles. Before launching The JRS Group, Ms. Sensky held distinctive top-level positions including service as Deputy Chief of Staff to Governor George Voinovich, as Cabinet Director for the Ohio Department of Job and Family Services as well as positions with the Ohio Office of Budget and Management and the Ohio House of Representatives. Board positions included Trustee for Ohio University and the Jo Ann Davidson Leadership Institute.

During her tenure at the Ohio Department of Job & Family Services, Ms. Sensky was responsible for an $11+ Billion annual budget 3,900 state employees and 1,000 contract employees.  She has facilitated the development of strategic plans for dozens of clients ranging from small organizations to mid-size county agencies and non-profit organizations to large-scale operations. 

Specialized experiences include leading goal-oriented change initiatives, organizational consolidations and multi-system partnerships. Delivering insightful plenary or workshop presentations on leadership, policy or advocacy challenges, with a touch of humor, is another aspect of her portfolio. 

Ms. Sensky holds a Master of Arts in Organizational Leadership from The Graduate Institute of Connecticut and is a graduate of the School of Journalism at Ohio University.  She completed the Program for Senior Executives in State & Local Government at the John F. Kennedy School of Government at Harvard University. She's a proud Bobcat and a die-hard Buckeye, never seeing a need to choose between the two. Clients know her for her incisive ability to get people to cut to the chase and come to pragmatic agreements as well as her passion and commitment to projects. She's always working to forge new paths and bring people together.
